Can i put aside money for tzedakah with no one in particular in my mind for it to be called Tzedakah or does there have to be a poor needy recipient in my mind when i separate it?

Just a Svara - If you attempt to give someone money and are unsuccessful we would say "Machshavah Toivah Kima'aseh" so if you actually put aside the $$$ that should surely count for something.

we find in the gemoro that some Amoiroim were heads of the Tzedakah fund. That sounds like a fund created without specific Aniyim in mind
