Are you allowed to say I going to take short cut through the Beis Medrash if you will say a Posuk?

We arent allowed to use a Beis Medrash as a shortcut, the Halacha that if a person wants to take a shortcut through a Shul he should either say a Posuk or sit down for a bit first. I overheard a guy saying

let me take this shortcut through this shul

and whilst passing through he said a Posuk? Does this really work, surely his words override hie Posuk? He acutally said he was using it as a shortcut? Is that Mutter?
