Why is it that Shuls and buildings that have large gatherings are allowed to say that if anyone leaves thier stuff there it is hefker. Even though there is a sign up saying if you leave it is Hefker, perhaps people didnt agree to be Mafkir it? Why isnt it Gezel?
What gives a Shul the right to reaquisition other peoples belongings without thier consent?
I once heard from that Rabbi Yitzchok Manners (a Maggid Shiur in Mir) went to Reb Elyashiv Zatzal to set up a similar system in Mir and Reb Elyashiv set up the Nusach to be used on the paper that says that lost property is Hefker. I think the reason is a Kehilla has certain powers over peoples property!
